Ayudas municipales al empleo de autónomos y empresas y Plan de Empleo en Guadalajara.

  • The fourth deputy mayor, Isabel Nogueroles, along with the councilor for Economic Promotion and Employment, Begoña García, have today presented in a press conference new municipal actions related to employment and aid for self-employed workers and businesses for hiring.
  • The councilor for Economic Promotion and Employment, Begoña García, has presented the new Employment Plan, requested from the Castilla-La Mancha Regional Government, which includes hiring 100 people who will carry out, as in previous programs, actions to improve municipal infrastructures and services, in which, in addition to the regional subsidy, "the Guadalajara City Council invests 581,000 euros, of which 464,000 euros will be allocated to personnel and around 117,000 euros to materials."
  • "We already have a provisional resolution and we are waiting for the definitive resolution. If everything goes as planned, the 100 selected individuals will be able to start working in July of this year," the councilor stated.
  • The employment plan will be developed in two phases, as this year includes two annual installments, not just one as usual. Thus, as García explained, up to 68 people will work with contracts that will extend until March 31, 2026, while the remaining 32 people will work until September 30, 2026, including the 30 beneficiaries of additional training programs.
  • "The projects will cover various areas of the city, including annexed neighborhoods, the zoo, the cemetery, municipal facilities and buildings, schools, parks, and green areas."
  • García emphasized the importance of this plan for vulnerable groups, including long-term unemployed individuals, people with a disability equal to or greater than 33%, women victims of gender violence, individuals with autism spectrum disorder, and low-skilled youth.
  • "This plan will not only provide employment but also training, benefiting both the city and the workers during these two years," García concluded.
  • Aid for self-employment and hiring for businesses
  • For her part, Isabel Nogueroles, fourth deputy mayor of the Guadalajara City Council, has presented the new call for aid aimed at promoting self-employment on one hand and hiring unemployed individuals by businesses on the other, to which the Guadalajara City Council will allocate 200,000 euros, with an equitable distribution for each line of aid.
  • Nogueroles highlighted that this edition of aid "includes a series of flexibilities in the requirements to facilitate participation." Among the main modifications, the period of prior registration before hiring and the unemployment requirement have been reduced, allowing applicants to only need to be registered and unemployed immediately before hiring.
  • In addition, the aids are now compatible with other subsidies, and a 25% bonus has been added for workplaces located in the historic center of the city. Also included as eligible expenses are self-employed Social Security contributions and professional college mutualities.
  • "Companies can apply for up to six labor contracts, instead of the previous four allowed, and the application period has been extended until November 30, 2025," Nogueroles detailed.
  • Up to 4,000 euros in subsidy for entrepreneurs and self-employed
  • The aids for entrepreneurs and self-employed individuals are intended for unemployed individuals registered as job seekers in the employment offices of the Castilla-La Mancha Regional Government. Beneficiaries must register as self-employed workers or in the corresponding Social Security regime or professional college mutualities.
  • "The maximum amount of the subsidy for entrepreneurs will be 4,000 euros, not exceeding 80% of the justified expenses. This amount will increase by 25% if the entrepreneur is under 30 years old, has a disability equal to or greater than 33%, is over 52 years old, a woman victim of gender violence, or a woman with children under 3 years old. It will also increase by 25% if the workplace is located in the historic center of Guadalajara."
  • The aids are compatible with other subsidies and Social Security bonuses, as long as they do not exceed 80% of the expenses of the subsidized activity. Subsidized hires must have a minimum duration of six months and can be full-time or part-time, as long as it is not less than 50% of full-time.
  • Subsidies of 2,000 euros for six-month contracts and 4,000 euros for indefinite contracts
  • The second line of aids is aimed at businesses hiring unemployed individuals. Businesses must have their fiscal domicile or workplace in Guadalajara. Subsidized hires can be temporary or indefinite, full-time or part-time, at least half-time. Subsidized hires must have a minimum duration of six months.
  • The aids regulated in this call will apply to labor contracts made from January 1, 2025, with a minimum duration of six months, and requested until November 30, 2025, inclusive.
  • For contracts with a duration of six months, 2,000 euros for full-time and a proportional reduction for part-time. In the latter case, it cannot be less than 50% of the full-time.
  • For indefinite contracts, 4,000 euros for full-time and a proportional reduction for part-time. In the latter case, it cannot be less than 50% of full-time.

  • Efeso Program
  • In this press conference, Isabel Nogueroles also announced the decision of the Guadalajara City Council to withdraw from the aids associated with the Efeso training program, funded by the European Social Fund (ESF Plus) for the period 2021-2027.
  • Nogueroles explained that, despite efforts to maintain the program, the delay in the granting of the aids has made its execution unfeasible. "The application was submitted in January 2024, and the resolution was not published until November 24 of the same year, which has caused us to lose almost a year for its execution," she pointed out.
  • The program was supposed to end in December 2026, which, according to Nogueroles, makes it very difficult to meet the planned goal of training 448 individuals. "This would entail the loss of the granted aid and a clear detriment to municipal finances," she added.
  • The total aid amount was 2.5 million euros, with an additional municipal contribution of around half a million euros, totaling 3 million euros.
  • "After analyzing all possibilities and listening to the technicians, it has been decided to withdraw from the program under the principles of prudence and responsibility," she stated, explaining that the short execution period and the impossibility of partial withdrawal make it unfeasible to meet the objectives. "It is a program that is difficult to execute and would lead to the total loss of the subsidy. The most responsible thing is not to participate in it to avoid future damages," she concluded.
