Refuerzo de servicios sociales en C-LM con 92 millones de euros

The Government Council of Castilla-La Mancha has approved a social investment of 91.8 million euros on Tuesday, aimed at strengthening public social services, ensuring home care throughout the region, and supporting the work of social entities in the Third Sector.

Specifically, the four agreements approved by the Government Council on Tuesday correspond to the Concerted Plan agreements for municipalities with more than 3,500 inhabitants; supramunicipal agreements for social care in groups of municipalities; Home Care agreements with local entities within the Regional Social Action Program (PRAS); and the call for grants funded by IRPF and Corporate Tax, aimed at Third Sector Social entities.

The Minister of Social Welfare, Bárbara García Torijano, explained that these are "an important package of social policy measures" that serve to "strengthen Primary Care social services and to improve and increase home care hours, a fundamental resource for our elderly and dependent persons, and to continue with necessary innovative projects that are linked to supporting the most vulnerable individuals," as reported by the Junta in a press release.

The majority of the investment, 74.8 million euros, is channeled through the signing of 667 agreements with local entities, which will sustain Primary Care social services and home care services during 2025.

Thus, the Concerted Plan, with 103 local entities, will receive funding of 39.1 million euros.

The supramunicipal agreements, with 51 local groupings, total 10.5 million euros and guarantee social care in depopulated and rural areas.

Among the novelties of this year, the 3.5 percent salary increase for technical staff in both programs stands out, as well as the recognition of the effort and commitment of inclusion teams, which in total amount to 820 professionals, of which 652 work within the Concerted Plan and 168 are part of the supramunicipal agreements.

In addition, 513 agreements focused on home care services under the Regional Social Action Plan (PRAS) will be added, amounting to 25.2 million euros. These three lines support the closest social services network, including the funding of technical personnel, community programs, social inclusion teams, regional centers, and basic social support benefits.

HOME CARE
Home care services in 2025 reach a total investment of 55.8 million euros in Castilla-La Mancha, the highest figure since its inception. This funding allows for a commitment of 5,382,476 hours of care in 2025, which is 130,000 hours more than the previous year.

This provision, distributed among PRAS agreements, the Concerted Plan, and supramunicipal agreements, will benefit around 39,000 people and will be provided by over 6,400 assistants, mostly women.

With this service, the Minister emphasized, "the aim is to guarantee the right to care, to guarantee employment, and of course, to guarantee and settle population in rural areas." Therefore, "home care not only improves the quality of life of individuals but also enhances the quality of life in our towns, thereby improving Rural Development, roots, and equal opportunities."

Since 2015, the regional government has increased investment in home care by over 20 million euros and has added two million more hours to improve the lives of the elderly and dependent individuals.

THIRD SECTOR
The Government Council has also approved the call for grants funded by IRPF and corporate tax, totaling 17,048,116 euros, aimed at supporting social projects developed by Third Sector entities.

In 2024, this line of funding supported 506 projects, with 213 beneficiary entities, reaching over 2.2 million people in the region.

The call is structured into eight main lines of action: social inclusion, volunteering and participation; childhood and family; promotion of personal autonomy and care for dependents; disability and accessibility; elderly individuals; youth; gender equality and prevention of LGTBIfobia; and individuals in situations of special vulnerability due to health.

García Torijano emphasized that this year, the call is launched earlier than ever to facilitate project execution from January 2026 and encouraged citizens to mark the solidarity box on their tax return as a gesture of support for the social fabric.
